Dutchess County Civil Service

In New York State (NYS), "civil service" refers to the system of employment for public sector jobs, primarily at the state and local levels, where positions are generally filled based on merit and fitness through competitive exams. This system aims to ensure fairness, objectivity, and a qualified workforce.

The Dutchess County Department of Human Resources administers a system of merit and fitness in accordance with NYS Civil Service Law and the Dutchess County Rules. The goal of the merit system is the fair and consistent measurement of job-related knowledge, skills and abilities of each candidate; regardless of race, color, religion, sex, national origin, age, disability, military or veteran status, sexual orientation, or any other protected characteristic or conduct in accordance with applicable federal, state and local laws.
